Role: Subject Matter Expert (SME) Medicaid

Location: Remote/Hybrid(Trenton, NJ)

Type: C2C/W2

Duration: Long-term

Department: Department of the Treasury, Division of Purchase and Property (Division), Procurement Bureau, on behalf of the Department of Human Services (DHS).

Client: State of New Jersey

Location (Onsite/Remote/Hybrid)

Role Summary: Provides in-depth expertise on Medicaid program structures, operations, and policy development.

Key Responsibilities:

• Lead the development of Medicaid-specific options aligned with federal authorities and state goals.
• Identify viable pathways for waiver development or SPA submission under the Social Security Act.
• Contribute to initial and iterative rounds of policy recommendations for agency review.
• Ensure alignment of recommendations with federal CMS priorities and past precedents.

Minimum Qualifications:

• Master's degree in public health, Public Administration, or related healthcare field.
• 10+ years of experience with Medicaid programs, including policy development, operations, and waiver strategies.
• Extensive knowledge of Medicaid delivery systems, managed care, long-term services and supports (LTSS), and eligibility frameworks.

• Experience supporting states on SPA/waiver submissions and CMS negotiations.

• Recognized expertise in Medicaid reform, innovation, or transformation efforts.
