We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the Project Planning Section (PPS), Physical Security Division, Security Services Bureau. The PPS conducts long-term planning and coordination of the installation of physical security systems on the Capitol Complex and otherfacilities under USCP jurisdiction. Serves as the principal point of contact with the Architect of the Capitol (AOC) regarding future building renovations, and evaluates the impact of such renovations on existing security systems. Serves as the Lead Specialist responsible for conducting quality control and assurance reviews of the work of specialists and contractors involved in the planning and design of physical and technical security projects in and around the Capitol Complex. Articulates and communicates to PPS employees assignments, projects, problems to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion. Assists the Section supervisor in the development of work priorities. Applies appropriate Federal, USCP, and industry standards to designs. Conducts site surveys. Determines and recommends the number and kinds of safes, alarms, locks, fences, and markings required to resolve difficult and complex security problems. Liaises with internal and external stakeholders, and coordinates with them on various high-level planning, design, and installation tasks and efforts. Establishes security standards for program effectiveness. Analyzes existing security program evaluation criteria, procedures, and guidelines, and develops innovative new procedures. Develops and implements test initiatives and test technologies that address program compliance with all applicable regulations. Travel required: 1 Occasional travel for meetings and training. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For this CP-11 level position you must have at least 52 weeks of specialized experience equivalent to the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as: 1) planning, designing, engineering, and implementing electronic and physical security protective methods and procedures; 2) directing security equipment installation activities; 3) drafting, interpreting, and applying physical security regulations and policies in order to resolve security problems; and 4) researching and applying emerging technologies. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts.
