HOPES Community Action Partnership, Inc. is seeking an experienced finance professional to serve as its Director of Finance/Chief Financial Officer. The Director of Finance/CFO is responsible for directing all financial functions for the organization consisting of over 10 independent programs with multiple revenue sources and real estate interests. The Director of Finance/CFO will oversee all compliance and recognition for government (federal and state) contracts and private grants.

Key Responsibilities

  • Responsible for the timeliness, completeness and accuracy of financial operations in the organization including accounting, analysis, projections, AP and AR, payroll, budgeting and internal and external reporting, grants applications development and the administration of fiscal aspects of all grants.
  • Develop and maintain the budgets for the organization, including ensuring compliance with state and federal guidelines as a nonprofit organization, allocating funds for each department, ensuring the financial stability of the organization and the accuracy and integrity of its financial systems.
  • Ensure compliance with all federal, state and local regulations regarding the administration of grants and funding.
  • Ensure the performance of each component’s budget and expenditures through regular financial analysis including impact of proposed actions by individual areas on the whole of the organization, and evaluation of trends.
  • Ensure accurate and timely financial reporting to all funding sources and stakeholders.
  • Ensure the agency maintains and continues to develop the financial infrastructure to support agency objectives and activities.
  • Supervise and professionally develop the Finance Department staff of eight, including 1 Manager, 2 Supervisors and 5 Specialists.
  • Ensure the agency is well positioned in a rapidly evolving and competitive environment by being an agent for ongoing organizational change and growth.
  • Responsible for developing financial business plans and forecasts.
  • Ensure the proper maintenance of all accounting systems and functions.
  • Ensure maintenance of appropriate internal controls and financial procedures.
  • Ensure the timely preparation, accuracy and communication of monthly and annual financial statements.
  • Coordinate audits and proper filing of tax returns and business documents to maintain compliance.
  • Oversee cash flow planning and ensure availability of funds as needed.
  • Develop financing strategies and activities, as well as banking relationships.
  • Ensure legal and regulatory compliance regarding all financial functions.
  • Lead financial risk management and compliance initiatives.
  • Represent the agency to financial partners, including financial institutions, auditors, public officials, etc.
  • Collaborate with leadership to drive strategic decision-making.

The ideal candidate will have a strong financial and accounting background, a deep understanding of nonprofit finance and grant management, experience managing finance (accounting, budgeting, control and reporting) for a complex nonprofit with multiple funding sources including government (federal and state) grants and contracts, and excellent leadership and communication skills. They must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing a finance staff.

Qualifications

  • A certified public accountant (CPA) or, at a minimum, a baccalaureate degree in accounting, business, fiscal management, or a related field and a minimum of 5 years’ experience in a mid or senior level position.
  • Experience working in a complex nonprofit with multiple funding sources including government (federal and state) grants and contracts.
  • Experience in nonprofit accounting, including fund accounting, grant management, compliance, and reporting.
  • Experience with implementing and aligning the Head Start Program Performance Standards, the 2007 Head Start Act, and PART 75—Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
  • Strong analytical and problem-solving skills.
  • Proven leadership and management skills.
  • Ability to adapt to a continually evolving environment, prioritize competing priorities and thrive in an autonomous and deadline-oriented workplace, while also working collaboratively when needed.
